The Affidavit for Medical Certificate can be made by individuals who have completed medical courses in Karnataka but whose medical degree certificates have not been issued. Through the affidavit, the candidate making the affidavit has to declare that he/she would comply with the Govt. rules even after the certificate is issued.
As per the Karnataka Compulsory Service Training by Candidates Completed Medical Courses Act, 2012, every candidate, after pursuing medical degree in the state and completing one year internship, has to render service for one year in government hospitals or Primary Health Care Centres in rural areas. The rule which came into effect on 24th July 2015 is applicable to candidates completing MBBS, diploma and postgraduate medical courses in govt. colleges and on govt. seats in private colleges. But later, in October 2015, the High Court of Karnataka granted a stay on the implementation of the rule.
The State Govt. was ordered to issue original degree and registration certificates to candidates, following a Writ petition filed by students of M S Ramaiah Medical College and Hospital. The High Court also ordered the students to submit an affidavit declaring that they would comply with the Act in case the petition gets dismissed.
Any candidate who has completed MBBS, post graduation or diploma medical course in Karnataka and whose medical certificate has been withheld by the State Govt. can make this affidavit and submit to the institution in order to get his/her medical certificate.
But kindly note that, even after their certificates being issued, the candidates still have to comply to the Act.
